ToggleIt was the beginning of 2023 when Kentucky residents found out MMJ was in their future — the distant future. The state’s medical marijuana program is set to roll out at the start of 2025, and legislators are finally announcing the Kentucky dispensaries set to open at that time.
This process has been a bit unconventional, leaving residents confused about the future of KY medical marijuana.
So, let’s talk more about the new Kentucky dispensaries — and when you may be able to start visiting them.
When Will Medical Marijuana Be Legal in Kentucky?
KY Governor Andy Beshear signed medical marijuana into law back on March 31, 2023. However, this was under the pretense that the Kentucky Office of Medical Cannabis won’t be fully ready until January 1st, 2025.
So, right now, residents can’t yet apply to get their Kentucky medical cards; however, this will change at the start of the year when the application period opens. (Theoretically.)
It seems as though the process for getting a KY MMJ card is going to be very similar to that of other medical states. You’ll meet with a licensed provider for a certification, then you’ll use this certification to register with the Office of Medical Cannabis. The state fee for qualifying patients in Kentucky is set at $25.
Then, your card will be ready for download once the state has approved you.

The Kentucky Dispensary Lottery: What You Should Know
What makes Kentucky stand out from other medical states is the way that they’re choosing dispensaries. The state is participating in a dispensary lottery: a way for the state to allocate business licenses for cultivators, processors, and dispensaries, ensuring a fair and transparent selection process.
The Kentucky Lottery Corporation oversees these drawings, employing a random number generator to select license recipients.
Back in October of 2024, the corporation awarded 26 licenses: 16 for cultivators, 10 for processors. Then, in mid-November, they drew the names of the first Kentucky dispensary lottery winners. 36 Kentucky dispensaries, to be exact.
This part of the lottery only chose dispensaries for 9 out of the 11 regions in the state. So, the next lottery will happen for the remaining regions in mid-December.

As we mentioned, the state announced the first 36 Kentucky dispensary winners.
These dispensaries are in various regions across Northeast Kentucky, South Central, Cumberland, Mountain, Pennyrile, West Kentucky, Lincoln Trail, Northern Kentucky, and the Green River region.
